Photographers’ Groups
Group A – photo pool “Kazan 2013” Dark blue vest |
The photo pool consists of the Media Department staff of the Kazan 2013 Executive Directorate, FISU photographers, information partners and photojournalists from the leading international photo agencies.

All photographers accredited for the Games – representatives of various print and non-print media, regional, national and international sports and non-sports organisations covering the 2013 Summer Universiade.

Groups are differentiated by the photo vest obtained along with the accreditation badge in the Media Accreditation Centre. Group A photographers will wear dark blue vests, Group B photographers - dark green vests. You can collect your photo vest in the press centre of the Kazan Arena Stadium.
Rules of photo vest distribution
- An accredited photographer collects a photo vest at the Main Press Centre upon presenting an accreditation pass;
- A photo vest is given for the entire duration of the Games. In case of loss, it will not be replaced.
- Photographers are not admitted to photo positions unless they are wearing photo vests.
Rules of photographers’ work
Professional photography at the Universiade venues is allowed only if you have appropriate accreditation (Ep) and professional uniform (photo vest), and it should be done only in specifically designated areas – the photo positions marked by the Photo Point sign.
Photo positions of category A are located in close proximity to the competition area, therefore, photo shooting in such areas should be carried out strictly in accordance with the following rules:
- You must be present at your photo position 15 minutes prior to the start of the competition;
- You may move from one photo position to another only during a break or after the end of the competition along the passages marked on the schemes and only if you are accompanied by a photo manager;
- During the competition, all photographers must be seated (on chairs or benches) or work in the kneeling position;
- The main broadcaster will broadcast live from the finals venues. Photographers must be BEHIND the cameras at all times. Photographers must make sure that they are not in the cameras’ way and that they do not disrupt the work of the film crew;
- For hygiene purposes, before going to a photo position during competitions in water polo, swimming, diving, synchronized swimming, artistic and rhythmic gymnastics, sambo, judo, wrestling and belt wrestling, you must wear fabric overshoes, which are available at the media information desk at the venue press centre;
- Photo shooting with the use of a tripod or a flash is not permitted;
- During the awards ceremony, the group A and B photographers must enter and exit only if accompanied by a photo manager or photo positions volunteer;
- Group A and B photographers are allowed to take any vacant seat in the spectators’ stands and carry out photo shooting from there. The photographer must give up his or her seat to the spectator who has a ticket for that seat.
Dress Сode
Photographers must wear clothes of pastel colours. Bright prints and large logos are not permitted on their clothes if not covered by the vest. Photographers must wear shoes with soft soles without heels and preferably of white colour.
In case of the violation of the rules relating to work and dress code at photo positions or the violation of public conduct rules, a photographer can be stripped off his or her vest along with the right to photo shoot the Games events from photo positions!
Use of radio-electronic facilities (REFs) by photographers
According to international practice, photographers are entitled to use of wireless transmitters for digital cameras with the following frequency responses:
- Facilities manufactured in North and South Americas and some parts of Asia operate in the frequency bands between 340.00 and 354.00 Mhz;
- Facilities manufactured in Europe and China – 433.42-62 -434.42 Mhz;
- Facilities manufactured in Japan – 315.50 – 317.00 MHz.

Rights holding broadcasters
The rights to the international broadcast of the 2013 Summer Universiade belong to FISU. The Autonomous Non-commercial Organisation "Sports Broadcasting" (ANO “Sports Broadcasting”) is the approved Official Broadcaster of the 27th Summer Universiade in the Russian Federation.
Non-rights holding broadcasters
Russian and foreign broadcasting companies that have no right to broadcast the 27th Summer Universiade Kazan 2013 are included in the Non-rights Holding Broadcasters subgroup.
Dear colleagues, please take a look at the work rules of non-rights holding broadcasters at Universiade venues, as well as terms of acquiring the video footage, provided by the host broadcaster of the Games, ANO “Sports Broadcasting”.

Terms of acquiring video footage from ANO “Sports Broadcasting”
Dear colleagues,
ANO “Sports Broadcasting” provides all non-rights holding broadcasters with free 2-minute video footage. They will be uploaded to the host broadcaster’s FTP server three times per day from July 6 to 17, 2013. Please, take a look at the regulations established for broadcasting companies that have no right to broadcast the 27th Summer Universiade Kazan 2013. The above-mentioned companies can use the video footage provided by the host broadcaster of the Summer Universiade – ANO “Sports Broadcasting” - in their daily news bulletins.
To acquire access to the FTP server with the video footage, you should take the following steps:
- To read and understand the Work Regulations for Non-rights Holding Broadcasters of the 27th World University Summer Games
- To send an official letter (printed on the letterhead of your broadcasting company and signed by an authorised person), with your request to grant access to the daily video footage, to CEO of ANO “Sports Broadcasting”, Vasily Kiknadze. The scanned copy of this letter should be forwarded to the following email address: e.kucherenko@panoramahd.ru, while the original letter should be mailed to: 4 Zubovsky Bulvar, Moscow, ANO “Sports Broadcasting”.
- The following documents will be sent to you for inspection and signing:
- World Regulations for Non-rights Holding Broadcasters of the 27th World University Summer Games (for inspection);
- Letter of consent (for signing);
- Letter form to fill in the information on the broadcasting territory (for completing and signing).
- Scanned copies of the signed consent and letter with information on the broadcasting territory should be sent to the following email address: e.kucherenko@panoramahd.ru, while the original letter should be mailed to: 4 Zubovsky Bulvar, Moscow, 119021, ANO “Sports Broadcasting”.
Upon submission of all documents, a login and a password for the FTP server, where all video footage will be uploaded, will be sent to your company.
Work rules of on-rights holding broadcasters
Representatives of non-rights holding broadcasters are allowed to carry out video filming at the Universiade venues in the mixed zones of the Press client group, in the press conference rooms and in the common access areas of accredited persons. Video filming of competitions is also allowed at a number of sports venues where there is no live broadcasting of sports events.

Non-rights holding broadcasters are allowed to work at the Universiade sports venues only if they have appropriate accreditation (En), and only in the specifically designated areas – the photo positions of Group B.
At some venues, photo positions of category B are located in close proximity to the competition area, therefore, photo and video shooting in these areas should be carried out strictly in accordance with the following rules:
- The photo position should be occupied before the start of the competition;
- It is allowed to move from one photo position to another only during a break or at the end of the competition;
- At the finals venues, the main broadcaster will carry out live broadcasts of the Games competitions. Photographers and non-rights holding broadcasters must always be located BEHIND the broadcasters' cameras; they must not get in shot of the main broadcaster and must not interfere with the film crew's work in any other way;
- Prior to entering the competition area, it is necessary to put on fabric overshoes, which are available at the media information desk at the venue press centre.
Photographers and non-rights holding broadcasters may be stripped of their vest and their right to carry out shooting of the events at the Games from the photo positions if they breach the work rules in photo positions, the dress code or the public order regulations.
