Categories of the media and access to Universiade venues
All journalists who have passed the accreditation procedure are assigned to corresponding categories, which define their rights to access various Universiade venues based on the authorisation matrices developed by the FISU.

During the Summer Universiade, representatives of the media and broadcasting companies are assigned the following categories, which have corresponding abbreviations on the accreditation badge:
- E journalist, blogger, freelancer
- Ep photographer
- Et technical staff
- En broadcast non-rights holder
- HB broadcast rights holder
- RH host broadcaster
Representatives of all E categories receive access to zones 4 and 6, which correspond to media work zones at the Universiade competition venues, the Main Press Centre and the Universiade Park. Media representatives are not allowed to access the territory of the Universiade Village, except for the mixed zone and the interview room of the Main International Centre (MIC) located next to the Universiade Village.
Depending on whether they belong to group A or B, photographers also get access to the venue photo positions along the perimeter of the competition site and in the stands.
Representatives of the broadcast rights holders have an exclusive right to work in the areas that have specially prepared video positions.
Accreditation and Uniform Distribution Centre
Media representatives can obtain an accreditation badge at the Accreditation and Uniform Distribution Centre (building 8, Orenburgsky Trakt St, Kazanskaya Yarmarka Exhibition Centre, pavilion No.1).
Hours of operation: 1 – 17 July: from 08:00 to 20:00
The access to the Main Press Centre (Kazan Arena Stadium) by media accreditation passes will be available from July 3, the access to competition venues – one day prior to the start of competitions in this venue.
How to get an accreditation badge
In order to get an accreditation badge, accredited journalists need to attend the Media Accreditation Centre in person. Each media representative is required to present an identity document (only the document which was used when completing the application form for accreditation can be presented).
Actions in case of loss, theft or damage of the badge
In the case of loss or damage of the accreditation badge, a representative must immediately contact the Accreditation and Uniform Distribution Centre. Applications for an accreditation badge replacement are processed within 24 hours.
Access to the Opening and Closing Ceremonies of the Games
Due to high interest in the Opening and Closing Ceremonies of the 2013 Summer Universiade, journalists will have limited access to these events. Apart from the accreditation, media representatives will need to have an admission ticket. The Games Organising Committee will arrange a limited supply of the admission tickets.

Customs
Instruction on importing professional equipment by foreign Mass Media
Dear representatives of the press, radio and television,
The Russian Federation is a member-state of the Customs Union which includes the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation. The territory of the above mentioned states forms a single customs territory of the Customs Union. The temporary import and declaring of the professional Mass Media equipment is carried out in accordance with the customs legislation of the Customs Union or international contracts of the Russian Federation.
The Russian Federation is the participant of the Convention on Temporary Admission concluded in Istanbul on June 26, 1990 which enables importing the professional equipment without presenting a customs document.

You will only need to submit a list of the imported Mass Media equipment to the customs authority as well as a written commitment to export this equipment back. The documents can be prepared in free form. The written commitment should include the expected date of the return export of the equipment which may not exceed 12 months.
The model, brand and the identification number of each imported item should be specified in the list if such information is available.
Please note that such procedure may be followed only by the representatives of officially accredited Mass Media, the list of which is placed on the site of the Ministry of Foreign Affairs of the Russian Federation.
Professional equipment may also be imported using the international document – ATA Carnet. ATA Carnet is a document that substitutes a customs declaration form. It enables to simplify and speed up the process of arranging a temporary import of goods.
Using ATA Carnet allows you to avoid the need of customs payments, presenting various pledges, deposits, bank guarantees as well as paying customs operations fees, etc. You are to refer to your country’s National Chamber of Commerce in order to process this document.
Apart from the above-mentioned ways, your professional equipment can be imported in accordance with the procedure established by the customs legislation of the Customs Union or customs legislation of the Russian Federation.
In this case the form of the List of goods can be used as a customs declaration. The form of the List as well as the instructions on filling it out are provided in the Decree of the Customs Union Commission dated by May 20, 2010 N 263, which you can find on the official site of the Customs Union http://www.tsouz.ru.
Submitting the written commitment to export the item to the customs authorities is sufficient for confirming the information included in the List. The written commitment in this case should include the information on:
- the authority of the person, submitting the customs declaration;
- the certain equipment and its codes in accordance with the Commodity Code Listing of the foreign economic activity of the Customs Union;
- the quantity, individual characteristics, customs value, the aims and period of using the equipment.
Please note that in this case going through customs procedures requires paying the customs fee the amount of which depends on the customs value of your equipment. The current minimum rate is 500 rubles and the maximum rate is 100 000 rubles. The customs fee is to be paid both upon entrance and exit.
Foreign reporters can import the equipment necessary for producing and broadcasting one or several reports (within one exit) as part of their accompanied baggage. In this case the passenger customs declaration can be used for the purpose of going through the customs declaration procedure.
The reverse export of your professional equipment follows the same order. Please keep the documents you used while importing your equipment throughout the whole stay on the territory of the Russian Federation.
Support of qualified customs specialists will be available free of charge to all media representatives in Kazan.

The Organising Committee of the 27th Summer Universiade 2013 in Kazan provides transportation of accredited journalists between their official places of accommodation, competition venues, official points of arrival and departure, the Main International Centre and the Main Press Centre.
Journalists are required, at least 2 weeks prior to their arrival in Kazan, to inform the Universiade Organising Committee about the date and time of their arrival and to confirm this information no later than 24 hours to their actual arrival in Kazan.

The 27th Summer Universiade Kazan 2013 official points of arrival and departure, to/from which media representatives are provided with transportation, are the following:
- Kazan International Airport;
- Kazan-Passazhirskaya Railway Station;
- Kazan-2 railway transit hub.
The media transportation system operates from June 29 to July 20, 2013.
Route schemes and timetables for shuttle buses are displayed at every media bus station. They are also available at transport information desks as well as at information desks in the press areas at each Universiade venue.
The main transport hub for journalists is located near the Main Media Centre.

Catering for the media
Catering areas are arranged for the accredited participants including media representatives at all the Universiade competition venues. The Main Press Centre has a restaurant for journalists offering a wide variety of dishes. Additionally, the Main Press Centre and press centres at the competition venues organize coffee breaks for journalists; beverages and drinking water is free.
All coffee break menus include:

- sugar/cream

Use of radio-electronic devices
During the 2013 Summer Universiade, radio-electronic devices may be used at the Universiade venues only if the media representatives have beforehand obtained a positive recommendation from the Kazan 2013 Executive Directorate for the use of radio-electronic devices and if they have had their devices marked after arrival in Kazan. If the media representatives have a positive recommendation and their devices have been marked, they can apply for speedy maintenance at the media information desk if interferences occur while they use their radio-electronic devices at the Universiade venues. From 20 June to 20 July 2013, accredited media representatives will not be allowed to enter the venues if their radio-electronic devices are not marked.
Types of radio-electronic devices for which the procedure of obtaining approval and access permit to the venues is obligatory:
- Wireless lines with fixed communication;
- Wireless lines with mobile communication;
- Fixed stations with satellite communication;
- News report stations with satellite communication;
- Land mobile radio stations, portable walkie-talkies;
- Wireless video cameras;
- Wireless headphones;
- Translation devices;
- Telemetry and telecommand systems;
- Wireless microphone;
- Hotspots of broadband wireless access.

Rate card points
The Press Rate Card provides an opportunity for the media representatives to rent or buy the products which they need for the performance of their functional duties during the Games. The Rate Card points will operate in the Main International Centre and the Main Press Centre from 26 June to 17 July 2013. Hours of operation are 8:00 am to 10:00 pm. Applications for the necessary equipment and services can be submitted electronically from your Personal Account on the Kazan 2013 SU official website (www.kazan2013.ru/www.kazan2013.com) as of 1 January, 2013. At the Games time, you will be able to pay for your order at the Rate Card points in roubles. Applications for equipment or services are processed within 24 hours.
Guided tour services
All accredited media representatives are invited to take part in a free guided tour, such as a bus tour around Kazan including a visit to the well-known Kazan Kremlin and excursions to the island town of Sviyazhsk or to the city of Bolgar. Besides, there will be paid guided tours for the accredited media representatives: a walking tour of the historical part of Kazan’s Four Centuries Street, Night Kazan bus tour, quest excursion across Kazan, bus tour to the Raifa Monastery of the Mother of God and interactive entertainment programmes such as The Tatar Kalyapush and Tatar Entertainments. You can make reservation of guided tours on the information desk in the Main Press Centre.
